" With reference to my despatch 2045 of the 4th of March, I transmit to you Copies of correspondence between this office and the Colonial Office, and the Law Officer, of the Crown respecting the manner in which jurisdiction shall be exercised over the Chinese in the Island of Hongkong. These papers will fully explain to you the embarrassment which H: Mis Govt anticipate from this question; but you will see by the last of them, namely the Letter from the Colonial Office of the 30th of March, what course Lord Stanley considers, under all the circumstances of the case, most expedient.
I have accordingly to instruct you to act upon the view stated in the above-mentioned Letter, and to endeavour to come to an understanding with Chinese Govt on the principle laid down in it. It would unquestionably be much more agreeable to H: Mis Govt if you
